What is UGC Ishan Uday Special Scholarship Scheme For NER?

Ishan Uday Special Scholarship Scheme For North Eastern Region 2023-24 is sponsored by University Grants Commission. The scholarship is open to those students who have passed Class XII or equivalent examination from a school situated within NER through a recognized Board of Education including CBSE, ICSE & NIOS. Ten thousand Scholarships, at the rate of Rs.8,000/- per month for 10 months in a year, are available for students belonging to economical weaker section of North Eastern Region. Last Date of Scholarship is 31st December 2023.

Eligibility of Ishan Uday Special Scholarship Scheme

(I) The scholarship is open to those students who have passed Class XII or equivalent examination from a school situated within NER through a recognized Board of Education including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National Institute of Open Schooling (NIOS).

(II) The scholarship is available for those students only, who are pursuing a recognized UG degree programmes as specified and notified by UGC from time to time.

(III) Only the students, who are already admitted in the first year of UG degree programme in an eligible university/college/institution within India, are eligible to apply. In other words, a student who has secured admission in UG programme in the academic year 2020-21 will be eligible for selection in the year 2020-21 only.

(IV) The scholarship is available to the students for first UG Degree only. Students, who have already acquired any degree, are not eligible to apply.
(V) The scholarship will be given for the duration of study of UG programme as specified by UGC for each programme, from the start of class in the first year/semester.
(VI) In case of ‘integrated’ and ‘dual degree’ programmes, the scholarship will be payable for the UG component only.

(VII) The scholarship is available for students who are admitted in UG degree programme through ‘Regular/Full Time’ mode only. The students, who are pursuing any UG programme through open/ distance/ correspondence/ private/ part-time mode, are not eligible to apply.

(VIII) Students gaining admission through ‘Management Quota’ are not eligible to apply.
(IX) The income of the parents of the student should be below Rs. 04.50 lakh per annum. Students, whose parents’ annual income is Rs.04.50 or more, are not eligible to apply.
(X) Student should have a valid Domicile Certificate of any State of NER.

How to Apply for Ishan Uday Special Scholarship Scheme?

Procedure For Applying Under The Scheme :
(I) Applications will be invited once in a year on the National e-Scholarship Portal of the Government of India. Short notification will also be uploaded on the UGC website.
(II) Incomplete applications will be summarily rejected. Only verified online applications will be considered for award of scholarship.

(III) Students are not required to upload any certificate/affidavit on NSP while submitting their online applications. However, as per requirement of scheme they have to submit necessary documents to their institutions to enable them to verify their online applications.

(IV) In case, a student does not have a separate KYC compliant bank account in their name, he/she should open a KYC compliant bank account in his/her name and give its correct information in the online application. Even if a student is selected for scholarship, the payment of scholarship may not be generated due to mis-match of name of student, bank account number, IFSC code etc.

(V) Students are advised to fill the online application on NSP very carefully. The application may be rejected or payment may be stopped due to the wrong information in the online application No correspondence will be entertained in this regard after the application is verified by their institution.

(VI) The institutions are also advised to check whether the student has given correct information in their online application.

(VII) The Institution shall verify the eligibility of its students on the basis of documents submitted by students. The Institution may ask for Certificates, Affidavits from students to ensure the eligibility and verify the information given by the students in their online application. These include Domicile Certificate/Permanent Resident Certificate and Income Certificate issued by the competent authorities and Affidavits etc.

(VIII) The institution shall retain all documents of its students for record purpose during the period of scholarship plus two years after the end of scholarship. UGC reserves the right to call for the documents of any student, any time.

(IX) After verifying the eligibility of its students for scholarship under the scheme, the institution shall verify the online application on NSP within the stipulated time. While verifying the online application, the institutions shall upload a scanned copy of certificate on the Portal. A format of the Certificate for verifying ‘Fresh’ applications is attached below. Original copy of Certificate shall be retained by institution with other record of student.

FAQ on Ishan Uday special scholarship for NER

1) Is the scheme open for all candidates enrolled in Indian Universities/ Colleges/ Institutes?
No. Only those candidates who have domicile of the North-Eastern states of India are covered under the schemes i.e.Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Tripura.

2) Is there any annual income ceiling for candidates to be included under the scheme.

Yes, only those candidates whose annual family income is not equal or more than Rs.4.5 lakh per annum are covered under ambit of the scheme.

3) Is there any need for uploading of domicile certificate alongwith the online application form.
Yes, the domicile certificate/ permanent resident certificate issued by the competent authority will have to be uploaded with the online application form.

4) Are only first year undergraduate students eligible to apply?

Yes, only those students who have passed Class XII(CBSE board) or equivalent Examination of State Boards of NER are eligible to apply?

5) Are students enrolled in Diploma courses or those who have cleared Class XII exam or equivalent in the preceding years eligible to apply?
No. Only those students who have qualified class XII exam or equivalent exam during the current academic year are eligible to apply.

6) Are students enrolled in private/deemed universities (not funded by either Central or State Government) eligible to apply?
No. The scheme is applicable for students of first year undergraduate courses.

7) Are students enrolled in integrated courses of eligible institutions eligible to apply?

Yes. Students enrolled in integrated courses are eligible to apply. The awardee will however draw scholarship only for the undergraduate part of the course.

8) Are students enrolled in dual degree courses eligible to apply?

Yes. However, the awardee will be eligible to draw scholarship only till the tenure of the first degree programme.

9) Are all courses covered under the ambit of the scheme?

Yes. The scholarship will be awarded in general degree courses, professional courses, technical courses, medical and paramedical courses (including MBBS, BAMS,BDS, B.Arch, BTech etc.)

10) IS there a difference is amount of scholarship payable to the awardees? How will payments be regulated?
Yes. There are two amounts of scholarship payable to the awardees? Rs.5400/- p.m. for general degree courses viz. BA,BSc.,BCom,.BMS,BBA etc. and Rs.7800/- p.m. for other courses viz.technical, professional, medical, paramedical courses etc. The amount of scholarship payable will be determined according to the verification provided by the institution at the time of applying.
