Dr.Ambedkar Pre-Matric and Post-Matric Scholarship For DNTs:
The Government had constituted a National Commission for Denotified, Nomadic and Semi-Nomadic Tribes headed by Shri Bal Krishna Sidram Renke in the year 2005 which submitted its Report on 2.7.2008. A draft Note for the Cabinet based on the points of convergence of the recommendations was prepared and placed before the Cabinet.

The Cabinet considered the proposal and directed that an appropriate scheme for grant of pre and post-matric scholarships for students belonging to such Denotified, Nomadic and Semi-Nomadic Tribes not included in the Scheduled Castes, the Scheduled Tribes and Other Backward Classes be framed.It has been recognized that education and economic support for Denotified, Nomadic and Semi-Nomadic Tribes has not been adequate and there is disparity between the DNTs and other sections of the population at every level. In view of the same, it is felt that earnest efforts are required to introduce various new schemes specifically for this target group i.e. Denotified, Nomadic and Semi-Nomadic Tribes to bring them at par with the other sections of the population.

The children from the poorer sections of DNTs do not go schools as they often have to provide a helping hand to their parents in traditional occupation or otherwise supplement the family income. A scheme of Pre-matric Scholarship would be helpful in spreading education amongst such children especially amongst the girl child of weaker sections. Accordingly, it is proposed to formulate Prematric Scholarship Scheme for the benefit of children belonging to DNTs.

Objective of the Scheme:
The Denotified, Nomadic and Semi-Nomadic Tribes (DNTs) have been at the peripheries of the society for a long time. While benefits of reservations, scholarships etc. were available to SCs/STs/OBCs, no such welfare schemes are available for the welfare of these DNTs i.e. those who are not covered under SC, ST or OBC. The Scheme is for bringing about a focused intervention on these classes so that they are empowered socially and economically and their lives are also improved. This scheme will be of continuous and permanent nature.

1. The scholarship schemes will be for individual beneficiaries not covered under any scheme.

2. The financial assistance would be released to the State Governments/UT Administrations/ Universities/Colleges which would cater to the requirements of the students belonging to DNT communities.

Eligibility Criteria:
Those Denotified, Nomadic and Semi-Nomadic Tribes, (DNTs) whose family income is less than Rs. 2.0 lacs per annum will be eligible for awarding the pre matric scholarship and post matric scholarship.

Scholarship Rates and Eligibility:
The objective of the Scheme is to improve educational empowerment of the DNTs who are not covered under SC/ST/OBC category.

Project implementation and monitoring:
The project will be implemented by BC Division of the Ministry of Social Justice and Empowerment. The norms and conditions of the Scheme will be revised as and when required with the approval of the competent authority.

The monitoring of the projects would at various stages as under:
(i) Central level – Steering Committee of the Ministry of Social Justice and Empowerment under the Chairmanship of Secretary/Addl. Secretary.

(ii) State level – Monitoring Committee of the concerned State Government under the Chairmanship of Chief Secretary/Principal Secretary, Backward Classes.

(iii) District level – Implementation Committee in the concerned Districts under the Chairmanship of Collector/DM.
