Special Scholarship Scheme Jammu & Kashmir:

The scheme envisages building capacities of the youth of J&K to enable them to compete in the normal course. Scholarship to meet the expenditure towards tuition fees, hostel fees, cost of books and other incidental charges would be provided to the students belonging to Jammu & Kashmir who, after passing Class XII or equivalent examination, secure admission in Government colleges / institutions and other select institutions outside the State of Jammu & Kashmir.

Scope:
It is envisaged to provide 5000 fresh scholarships. Out of these, 4500 scholarships would be for General Degree courses (courses such as Agriculture, Fisheries, Horticulture, Veterinary Science, Pharmacy, Hotel Management etc. would form part of General Degree courses), 250 for Engineering / Architecture and 250 for Medical / Dental / Nursing course studies.

There is a provision of Inter-changeability of slots among General Degree, Medical and Engineering Streams, subject to the savings accruing from any shortfall in the number of students opting for any degree courses, within the overall ceiling of the scheme.

Rate Of Scholarships:
The components of scholarship for every scholar under this scheme would be as under

Tuition Fees:
Up to Rs.30, 000/- per annum for General Degree courses. OR Up to Rs.1.25 lakhs per annum for Engineering courses OR Up to Rs.3.00 lakhs per annum for Medical studies.

Tuition Fee, payment will be made as per actuals or as per the norms laid down by State Fee Regulatory Authority, whichever is less and within the overall ceiling of the guidelines. The receipt / certificate to this effect would be duly certified by the college / institute.

In addition to this, hostel fees and incidentals will also be given for all categories of courses. The ceiling for this will be Rs. 1 lakh per annum. Course fees, Hostel fees, etc. would be paid as per ‘actuals’, subject to the production of receipts.

Eligibility:

Students belonging to the State of Jammu & Kashmir, appearing for the Class XII or equivalent exam through the State Board of Jammu & Kashmir and from Central Board of Secondary Education (CBSE) affiliated schools located in Jammu & Kashmir, pursuing General Degree courses, Engineering and Medical studies in Govt. colleges / institutes / other non-govt. institutes recognized by AICTE or UGC, and other regulatory authorities or institutes created through an Act of the State Govt., located outside the State of Jammu & Kashmir, would be eligible to apply for scholarship under this scheme. Students pursing ‘Integrated Courses’ in such colleges / institutes where the scheme is applicable would also be eligible to apply for scholarship for the duration of the course.

Only those eligible candidates, whose names are uploaded on the AICTE web portal by State Government and provided Centralized Admission to institutes / colleges approved by AICTE, UGC and / or any other regulatory authority would be considered for the award of scholarship, as per the ceiling of number of scholarships specified, stream-wise, in the scheme. Students admitted to Centrally Funded Institutes / Universities on their own and by virtue of their own merit at the national level would also be considered for the award of scholarship.

Reservation:
The reservation norms as prescribed for the State of J&K in respect of SC, ST and Socially and Economically backward classes will be followed for providing scholarship under the Scheme. In addition, there is a provision for reservation to Persons with Disability as per state govt. norms.

Exclusions:
Students pursuing courses through Open Universities would NOT be eligible under the scheme. Students availing of other scholarships schemes would NOT be eligible to avail of this scholarship scheme. Students gaining admission through ‘Management Quota’ would

NOT be eligible for scholarship under this scheme. Students pursuing courses, such as Diploma Courses, not leading to award of a Degree, shall NOT be eligible under this scheme. Students pursuing Post Graduate level studies, in any discipline, will NOT be eligible for scholarship under this scheme.

Avoidnance Of ‘Bunching’ Of Students:
To avoid bunching of students in any institute, it has been decided that for the year, the students of J&K would be granted admission under supernumerary quota in AICTE and UGC approved institutes. Only those students admitted in such institutions would avail the benefit of scheme. Thus, to avoid bunching of students in any one particular institute and to have an even distribution of students amongst various institutes across the country, ONLY TWO (02) students in a particular institute / university would be awarded the scholarships under this scheme. However, Centrally-funded institutes / Universities shall be excluded from this provision.
