Ishan Uday Special Scholarship

The Ministry of HRD and the University Grants Commission has taken special interest with regard to promotion of higher education in the NER.

Before launching the scheme the UGC undertook wide ranging consultations with State Governments and Central & State Universities of the NE region, the Ministry of HRD, the Ministry of Development of North Eastern Region , the North Eastern Council, Shillong and other stakeholders.

Objectives :
** To provide equal opportunities for higher studies in NE Region.
** To increase the Gross Enrolment Ratio (GER) in NE Region.
** To focus more on professional education in NE Region.
** Optimum utilization of NER Budgetary Allocation.

Scope :
It is envisaged to provide ten thousand (10,000) fresh scholarships every year beginning from the academic year 2014-15 for general degree courses, technical and professional courses, including medical and para-medical courses.

Eligibility :
** Students with domicile of NER who have passed Class XII or equivalent exam from a school situated within NER through any recognized Board of Education, including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National institute of open Schooling (NIOS) within NER only, and have secured admission in general degree course, technical and professional courses including medical and para-medical courses (Integrated courses included) in Universities/Colleges/Institutions recognized by UGC under Section 2(f) of UGC Act, within and outside the States of NER.
** For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.

Exclusions :
The following shall not be eligible under this scheme-
** Students pursuing courses/programs through Open Universities.
** Students already availing scholarship for pursuing the Undergraduate programme under any other scheme(s).
** Students gaining admission through ‘management quota’.
** Students pursuing courses, such as Diploma Courses, not leading to award of a Degree.
** Students whose parents’ income exceeds Rs.4.5 lakh per annum.

Selection Procedure :
UGC will award ten thousand (10,000) fresh scholarships per year. In case the number of applicants exceeds the number of scholarships available, the awardees will be selected on the basis of marks scored by them in the Class XII or equivalent exam.

Rate Of Scholarship :
An amount of Rs.3500/- p.m. for General Degree courses and Rs. 5000/- p.m. for Technical & Professional courses (including Medical & Para medical courses) will be given through Direct Benefit Transfer (DBT) to the beneficiary student.

Duration Of Scholarship And Renewal :
** The scholarship granted under the scheme will be kept renewed during the period of the first degree course, subject to good conduct and maintenance of prescribed attendance. Students failing to get promoted to the next class/level would get the scholarship in the following year,subject to the condition that if the student fails again for the second time, he/she would forfeit the scholarship and it would not be renewed for the remaining period of the course. If an awardee is unable to appear in the annual examination owing to illness and/or on account of any unforeseen event, the scholarship may be renewed for the next academic year on submission of medical certificate and other proof to the satisfaction of the Head of the Institution.
** The progress of the scholar is to be monitored by the head of the department of the Universities/Colleges/Institutions. The scholar is required to submit quarterly continuation certificate duly signed by the head of the department of the Universities/Colleges/Institutions to the designated branch of nominated bank.
** Any student who discontinues the studies without prior approval of the UGC will have to refund the whole amount through e-mode (RTGS/NEFT) directly to UGC account.

Procedure For Disbursement :
The scholarship would be sanctioned based on the eligibility certificate, admission certificate and other documents, presented by the students, through the university/ college/institute to the agency identified by UGC. Scholarship (as certified by the institutions identified under this scheme)

Required Documents :

The students would submit all the following requisite documents duly forwarded by the Competent Authority (Registrar/Principal/Director) to the designated Bank branch/Disbursing agency authorized by the UGC.
1. Joining Proforma for fresh awardees (Annexure-I)
2. Proforma for renewal ( Annexure-II)
3. Certificate of income by the Competent Authority of the State Government in which the student is domiciled.
4. Domicile State Certificate by the Competent Authority.
5. Quarterly Continuation certificate(Annexure-III)
6. Affidavit (Undertaking for not availing any other Scholarship in the form of an affidavit on Rs.50/- Stamp paper from the student/parent duly attested by SDM / First Class Magistrate / Gazetted Officer (not below the rank of Tahsildar) copying the prescribed languages (Annexure-IV))

  • I am a selected awardee of Ishaan Uday Scholarship 2015. Our college authority is unable to login into Canara portal to upload our documents. Please help me to upload Annexure III. Canara bank refuses to upload as they say your college institution will upload but in my college faculty no one Know, how to upload. Can anybody please me?

    • Same here, our college authority also does not know, how to upload, fill HRA and contingency amount.

  • I am a selected awardee of Ishaan Uday Scholarship 2016-17. Our college authority is unable to login into Canara portal to upload our documents. UGC has sent us password and user ID but it shows invalid. Also we are unable to reset our password by clicking on forgot password. Can you help please me?

  • I am a student from DU and batch 2016-17. Last month our college request user Id and password to ugc in order to login and upload my data but not yet received. The college resend it again and still not yet received.. How long will it take for this? As the college of DU going to close after December 20 for winter vacation, how will I update my data?

  • Some of us are not getting the scholarship money regularly infact we have not received the money for one year even after uploading of documents. Why the scholarship is so irregular? Some students we get to know that they are getting upto 1 lakh but some upto 40000. There must be proper rules as regulation if we dont get the money on time it becomes really difficult.
