GOI Fellowship Scheme For Doctoral Work:
Objectives:
The purpose for sponsoring the GOI Fellowship by BPR&D is to encourage and foster Doctoral Research work in the field of Criminology, Correctional Administration and Police Sciences.
Scope:
The research for Doctoral work can be carried out in any of the priority areas pertaining to Criminology, Police Administration, Correctional Administration and Police Sciences. This will also cover whole Criminal Justice System.
Number, Duration & Value Of Fellowship::
i) Maximum 12 Fellowships shall be awarded every year.
ii) The fellowship shall normally be tenable for 3 years (36 months) from the date of award. As per UGC, the minimum time limit for submission of thesis shall be 3 years from the date of registration of actual Ph.D. work and maximum 6 years (including 1 or 2 semesters of course work). However, after three years, extension can be granted on annual basis with due recommendations of the ‘Supervisor’ duly forwarded by the Registrar of the University. After stipulated time of six years from the registration, if a candidate applies for further extension for submission of thesis, the Director General, BPR&D may consider such extension as a special case on the basis of the recommendations given by Academic Council of the University through Vice Chancellor.
iii) The fellowship shall be disbursed on half yearly basis.
iv) Each Fellowship shall be of Rs 8,000/- (Rs. Eight thousand only) per month for the first two years and Rs 9,000/- (Rs. Nine thousand only) per month for the third year. The enhancement of fellowship for third year will be based on the evaluation of the work done by the Supervisor and HOD of the research fellow. However, a committee consisting of Director (Research), Deputy Director (Research), and a member nominated by the DG, BPR&D shall also go through the progress of the research work for evaluation and recommend for continuation of the fellowship or otherwise. In case the work for the first two years is not found satisfactory, enhanced fellowship shall not be given.
v) An yearly Contingency Grant of Rs 10,000/- (Rs. Ten thousand only) shall be sanctioned to each fellow. As per UGC, it will be subjected to submission of original bills/ vouchers duly certified by the supervisor and forwarded through the office of the Registrar.
vi) An yearly Departmental Assistance of Rs 3,000/- (Rs. Three thousand only) shall be paid to the department in which the fellow is registered for the Ph.D. for providing infrastructural facilities.
Eligibility:
i) As per UGC, the upper age limit for General and OBC candidates shall be 28 years (upper age limit may be relaxed up to 5 years in case of candidates belonging to SC/ST and female applicants). Three years’ relaxation in age will be permissible to the candidates possessing LL.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.
ii) As per UGC, candidate must possess Master’s Degree with not less than 55% marks for General and OBC (50% for SC/ST candidates) in Criminology, Police Sciences, Sociology, Social Work, Psychology, Social Anthropology, Public Administration, Political Science, Law, Police Administration and other Social Sciences.
iii) The research fellow should register for Ph.D. Degree in one of the titles preferably identified by BPR&D under the guidance of a Supervisor.
iv) The registration of the Research Fellow for Ph.D. degree in Institute/ Department/ University/ College should be under UGC (minimum Standards and Procedures for award of M.Phil/ Ph.D. degree), Regulation 2009.
Desirable:
NET or SLET examination passed, conducted by UGC or State Govt. shall be an added advantage for candidates as per University Grants Commission (minimum standards and procedure for award of M. Phil/ Ph.D. Degree), Regulation 2009.
Applications:
The applications shall be invited through advertisement in the leading newspapers/official website of BPR&D (www.bprd.nic.in). Applications for award will be submitted on the prescribed pro-forma (Appendix- A)only, duly completed by the candidate along with required enclosures to, the Director General, BPR&D, Ministry of Home Affairs, Govt. of India, Block No. 11, 3rd/4th Floor, CGO Complex, Lodhi Road, New Delhi-110003 on or before the prescribed date. The candidates already registered in any University or Government Institutions should apply through proper channel.
Documents To Enclose With The Application:
i) Certified copy of the Matriculation or School leaving Certificate for age verification for applicants born before 26.01.1989 and birth certificate issued by the competent government authority for applicants born on or after 26.01.1989.
ii) Self-attested copies of all the degrees, along with their respective mark sheets.
iii) Certified Copy of Caste certificate issued by the competent authority, in case of reservation sought.
iv) Certificate of receipt of grant from the UGC/ Central Govt./ State Govt. for the institution where the fellow is registered for Ph. D. should be enclosed with due attestation by the Registrar (Appendix- B).
Place of Study:
Fellowship in Criminology and Police Science are tenable, at any of the Indian Universities receiving grants from UGC or Central or State Governments where disciplines as mentioned in Eligibility rule 4 (ii) above are being offered for Postgraduate/ Undergraduate/ Diploma Courses wholly or partially or any of the autonomous Organization/Institution of Central/State Govt.
Selection Procedure:
i) Shortlisted candidates will be called for a presentation before the Fellowship Award Committee chaired by Director General, BPR&D at BPR&D HQ, New Delhi. In accordance with the recommendations of the Committee, a merit list shall be drawn for selection with the approval of DG, BPR&D. The decision of the Committee in regard to the selection of candidates or rejection of candidates will be final and binding to all. No TA/ DA shall be provided for attending the presentation.
ii) The result will be declared on the official website of BPR&D for information of candidates.
iii) All the selected candidates shall be called at BPR&D HQ for an orientation programme for one day, so that they may acquaint themselves with the total process of record maintenance and other formalities regarding fund release etc. Selected candidates shall have to make their own arrangements for stay of one day and no TA/ DA will be provided for this purpose.
