Scholarship Scheme Guidelines :
The Scheme of “Begum Hazrat Mahal National Scholarship” for Girl Students belonging to the Minority Communities was earlier known as “Maulana Azad National Scholarship” and the same was launched by the then Prime Minister of India Shri Atal Bihari Vajpayee at National Conference of Educational & Economic Development of Minorities held on 03.05.2003 at Vigyan Bhawan, New Delhi.

Objective:
To recognize, promote and assist girl students belonging to National Minorities who cannot continue their education due to lack of financial support.
Scope:
Scholarship will be admissible for expenditure on payment of School/College fee, purchase of syllabus books, purchase of stationery/equipments required for the course and payment of Boarding/Lodging charges.
Announcement of Scheme:
The scheme will be announced by the Maulana Azad Education Foundation (MAEF) well in time on its website i.e. www.maef.nic.in as well as through advertisements in the leading language newspapers and local dailies and by using other suitable publicity media.
Procedure For Applying:
The scheme is implemented through Scholarship Portal of Maulana Azad Education Foundation (MAEF). It is mandatory for all students to apply online on the Portal i.e. www.maef.nic.in, fill the form and take print out of the same and send to MAEF office, with all the essential documents within stipulated time period.
Distribution:
Muslim, Christian, Sikh, Buddhist, Jain and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992. The distribution of scholarship among the States/Union Territories will be made on the basis of population of the above notified minorities in the States/ Union Territories of Census 2011.
Selection Procedure:
The selection procedure will be based on the criteria of parent’s/guardian’s annual income. The selection of the eligible students will be primarily done on the basis of the lower income criteria among the students who have secured at least 50% marks in the previous exam, however there is fixed no. of scholarship quota for each State/UTs based upon the population of the minorities in the concentrated area.
Earmarking For Balance Quota:
Out of total scholarships each State/UTs will be allocated a fixed number of scholarships quota on the basis of the population of the minorities’ in the concentrated area, for which population figures as per 2011census may be relied upon. In case sufficient no. of eligible applications is not available from any State/UTs then its balance quota will be allocated to the same community of other State/UTs from where eligible applications have been received
General Eligibility Criteria:
** Only girl students belonging to six notified Minority Communities i.e. Muslims, Christians, Sikhs, Buddhists, Jains and Parsis are eligible.
** Students have to submit their minority declaration certificate issued by the Competent Authority declared by the State Government/UTs Administration. Self declaration/affidavit is not permissible in any circumstances.
** Scholarship will be awarded to minorities’ girl students who are studying in Class 9th to 12th, and have secured at-least 50% marks or equivalent grade in aggregate in previous class
** Annual income of student’s parents/guardian from all sources does not exceed Rs. 2.00 lakh. Students have to submit the Income certificate of parents/guardian that should be issued by the Competent Authority declared by the State Government/UTs Administration. Notary Affidavit is not permissible in any circumstances.
** No scholarship shall be given for studies abroad for any course.
Preference For Selection Of Scholarship:
There are fixed number of scholarships, hence preference for selection has been laid down. Students from BPL families, having the lowest income shall be given preference in the ascending order.
Renewal Of Scholarship:
** The Scholarship once awarded may be renewed during the next academic year on the production of certificate that the student has passed the previous Class in first attempt with at-least 50% marks.
** Students once selected at any stage of class have to submit their applications for renewal at next stage of class, there is no need to submit a fresh application at every stage.
** The renewal applications would be fully exhausted against the new applications is considered.
** If selected students found not eligible for renewal of scholarship at any level then, she has to apply a fresh at next stage/academic year.
Mode Of Transfer Of Amount Of Scholarship:
** Amount of scholarship will be credited directly into the Beneficiary bank account through DBT mode.
** Any other mode of payment of amount of scholarship from MAEF like payment of fee, transfer in parents/guardian accounts and payment through cheque/DD are not permissible in any case.
Migration Of Students:
Migration of students during the course of the academic year from one Institution to another would not normally be allowed except under exceptional circumstances and in the interest of the student’s academic career.
Students Already Getting Scholarship:
Student getting scholarship under any scholarship scheme, being implemented by the Central/State Government shall not be eligible to get scholarship under this scheme.
Discontinuation/Cancelation Of Scholarship:
** Scholarship shall be deemed discontinued with any gap of academic session in studies at any time due to any reason; the awarded scholarship may be suspended or cancelled.
** No claim for fresh/renewal of scholarship will be entertained from those applicants who have failed to submit their application in the prescribed time limit.
** If student is found to have obtained scholarship by false statement/certificates, scholarship will be cancelled/suspended and the amount of the scholarship paid shall be recovered, at the discretion of the concerned State Government/UTs Administration.
Revival Of Scholarship:
Scholarship once discontinued on the basis of the rules of disbursement of scholarship cannot be revived under any circumstances.
Changing In Rules :
All rules are subject to change from time to time, as and when required, which will be binding on all.
