Emeritus Fellowship In Biotechnology:
The Science & Technology Department, Government of Odisha aims at promoting quality learning and teaching programme in Biotechnology in Govt. Colleges/Universities at Post-Graduate level. The aim of the programme is to impart quality teaching at M.Sc./M.Tech. level by eminent superannuated teachers & scientists. It is proposed to make use of the expertise and skill of prominent teachers who can enlighten the students both on fundamental aspects and recent developments in Biotechnology. They can also guide the students to become industry-ready and become successful entrepreneurs. The fellowship will be awarded on the basis of merit of the applicants. The guidelines will provide information about the objective of the scheme, eligibility, selection procedure, terms and conditions of grant, procedure of submission of utilization certificate etc.
Objective :
To utilize the knowledge and experience of superannuated teachers and scientists for the advantage of students of Biotechnology of different Universities of the state at Post- Graduate level.
The Title of the Fellowship:
The Fellowship shall be known as Emeritus Fellowship in Biotechnology (EFB). During the tenure of the Fellowship, the Fellow will be designated as Emeritus Fellow in Biotechnology.
Target Group:
Highly qualified and experienced teachers & scientists who have superannuated from nationally or internationally acknowledged Universities/Institutes with active research and teaching in any field of Biotechnology/Bioscience with a passion for teaching Biotechnology.
Eligibility:
(I) Must have superannuated, for not more than one year, from the post of Professor/Scientist or equivalent. A person can also apply if he/she is likely to be superannuated within next six months.
(II) Incumbent UGC/CSIR Emeritus Fellows can also apply.
(III) Must have at least a Ph.D. degree and 10 years of teaching/research experience in any field of Biotechnology/Bioscience.
(IV) Must have quality research evidenced from published works in Journals.
Tenure: The Fellowship will be awarded only for two years.
Nature of Job of the Emeritus Fellow:
The Emeritus Fellow is required to be involved in all kinds of academic programme as necessitated by the Department of the University concerned. The workload may be at par with the workload of a Professor.
Monitoring of Fellowships:
The EFB shall be administered by the Biotechnology Cell of Science & Technology Department, Govt. of Odisha. The Fellow must submit Annual Progress Report to the Director (Tech.), Biotechnology, Science & Technology Department through proper channel.
Advertisement inviting Applications:
The Science & Technology Department, Government of Odisha will invite applications from eligible candidates through advertisement in local newspapers and/or the website of the Department. The application format and the guidelines will be made available in its website www.orissa.gov.in/sciencetechnology
No. of Fellowships:
A total number of two (02) fellowships will be awarded every year.
Honorarium:
The Candidate would be eligible for a consolidated honorarium of Rs. 20,000/ (Rupees Twenty thousand) only per month.
Selection Process:
Applications received from eligible candidates through proper channel will be placed before an Expert Committee constituted by the Science & Technology Department, Govt. of Odisha for the purpose. The applicants will be invited to give a brief presentation on their teaching and research activities and achievements before the Expert Committee. Government approval shall be sought for the award of Fellowship based on the recommendation of the Expert Committee.

2. Director/Representative of ILS, Bhubaneswar : Member
3. Director/Representative of RMRC, Bhubaneswar : Member
4. Secretary, State Council on S & T, Odisha, S & T Department : Member
5. Two Academicians from Biotechnology field from any University of Odisha : Member
6. Deputy Director (Technical), Biotechnology, S & T Department :Member Convener
Release of Fellowship & Funds:
The fund with respect to Emeritus Fellow in Biotechnology shall be made available to the host Institution by the Science and Technology Department, Government of Odisha. The amount of Fellowship grant shall be directly credited to the bank account of the awardee every month by the Head of the Institution. The Host Institute/University/College shall submit the inancial year wise audited Statement of Expenditure & Utilization Certificate for each Emeritus Fellow in Biotechnology. The Emeritus Fellow in Biotechnology will be required to submit activity report every year through proper channel.
Cancellation / Withholding of Fellowship:
** The Fellowship shall be cancelled if it is found that the candidate has furnished incorrect information or suppressed materials. In such cases, other disciplinary action will also be initiated against the candidate as deemed fit to recover the fellowship amount.
** The Fellowship shall be cancelled if the conduct of the Fellow is unsatisfactory.
Other Conditions:
** The applicant should not hold any other post or be gainfully employed anywhere at the time of joining the Emeritus Fellowship award. If selected, the Fellow has to join within one month of issue of appointment letter. No extension under the scheme is admissible.
** The required contingent expenditure for the scheme may be met from the Scheme “Development of Biotechnology” for fellowship in Biotechnology.
** The Science and Technology Department at its discretion may increase the amount and number of Fellowships with due concurrence from Planning & Coordination Department and Finance Department, Government of Odisha.
** An Emeritus Fellow in Biotechnology once accepts the offer of Fellowship at a particular University/College/Institute shall not be allowed to transfer the fellowship to any other University/College/Institute during the tenure of fellowship.
** In case of discontinuity of the Fellow, the concerned Institute shall refund the unutilized funds to the Science & Technology Department, Govt. of Odisha immediately.
** In case of suppression of facts regarding award of fellowship/ financial assistance from any other Govt. and/or private Institutions, the recipient of Emeritus Fellowship is required to refund the total grant received from Science & Technology Department, Govt. of Odisha.
** The Science and Technology Department, Government of Odisha reserves the right to amend the rules. The decision of the competent authority shall be final and nobody/individual can go for any legal or other remedy against the decision of the competent authority.
